State Of California, Uniform Building Code The following section of the code is referenced:
The upper approach and the lower tread of each stair shall be marked by a strip of clearly contrasting color at least 2 inches (5.08 cm) wide placed parallel to and not more than 1 inch (2.54 cm) from the nose of the step or landing to alert the visually impaired. The strip shall be of a material that is as least as slip-resistant as the other treads of the stair. Where stairways occur outside a building, the upper approach and all treads shall be marked by a strip of clearly contrasting color at least 2" (5.08cm) wide placed parallel to and not more than 1" (2.54cm) from the nose of step or landing to alert the visually impaired. The strip shall be of a material that is as least as slip-resistant as the other treads of the stair.
